China Factory Agent: 10 Checks Before You Hire a Sourcing Partner

Use this 10-point checklist to evaluate a China factory agent for supplier sourcing, quotations, quality control, warehousing, consolidation and freight handover.

What does “China factory agent” mean?

International buyers use the phrase in several ways. It may describe a representative for one Chinese factory, a purchasing agent who buys from several factories, or a full-service China sourcing agent working on the buyer's behalf. Those are different commercial relationships.

Do not choose a partner based on the title alone. Ask who the agent represents, whether the original supplier will be disclosed, how the agent earns money and which tasks are included. The written service scope matters more than whether the website says “factory agent,” “buying agent,” “procurement agent” or “sourcing company.”

10 checks before hiring a China factory agent

1. Verify the legal company and operating location

Request the agent's full legal company name, registration details, operating address, contact information and the name on the receiving bank account. These details should be consistent across the service agreement, invoice and payment instructions. If a different company will receive money or sign the purchase contract, ask why and document the relationship before paying.

A live video call can help confirm that the team operates from the location it describes. Warehouse or office photographs are useful context, but they are not independent proof of ownership, capacity or performance.

2. Confirm whether the agent represents you or the supplier

A factory sales representative is expected to promote that factory. A buyer-side sourcing agent should compare suitable suppliers against your requirements. Some intermediaries receive income from both the buyer and supplier. That arrangement is not automatically unsuitable, but undisclosed incentives can distort recommendations.

Ask directly: Will you disclose the supplier's legal name? Can we communicate with the supplier during technical clarification? Do you receive rebates or markups from the supplier? Who is responsible when the approved specification is not met? Put the answers in the agreement.

3. Test how the agent turns your request into a specification

A product photo, marketplace link or competitor sample is not a complete manufacturing instruction. A capable agent should identify missing details such as material grade, dimensions, tolerances, color standard, components, logo method, packaging, labeling, quantity per SKU and destination-market requirements.

Before quotations are treated as comparable, approve one written specification. For regulated products, determine what testing and documentation may be required in the destination market. Neither a supplier's claim nor a visual inspection alone establishes compliance.

4. Compare suppliers on the same RFQ

Ask the agent to send the same request for quotation to shortlisted suppliers and present the results in a consistent format. Each offer should show the matched specification, MOQ, price breaks, sample terms, tooling, production lead time, packaging, domestic delivery and quotation validity.

The lowest offer can reflect a different material, lighter construction, generic packaging or an incomplete service scope. A useful comparison explains the differences instead of simply ranking prices. For a deeper supplier-screening process, use our guide on how to find reliable suppliers in China.

5. Make the service fee and exclusions visible

Commission percentage is only one part of sourcing cost. Ask what the fee covers: supplier search, negotiation, purchasing, production follow-up, inspection, domestic freight coordination, warehouse receiving, storage, consolidation, repacking and export-related support. Also ask what is charged separately and whether a minimum service fee applies.

A transparent proposal should separate the product payment from agency and third-party costs. It should explain the exchange-rate basis, bank charges, sample courier, testing, re-inspection, warehouse handling and any refund or cancellation rules. Our China sourcing agent fees guide provides a detailed comparison checklist.

6. Approve a sample and retain the approval record

For a new or customized product, use a physical sample, documented golden sample or agreed specification set as the production reference. Record the version, date and approved details. If the sample is changed after price negotiation, confirm how the change affects cost, tooling and lead time.

Sample approval does not guarantee every production unit. It establishes a shared reference for production and later inspection. Keep photographs, measurements, artwork and comments in the project record so that decisions are not lost in chat history.

7. Define quality control before production starts

“QC included” is too vague. Agree what will be checked, when it will be checked, the sample size, test method, defect classification, acceptance criteria, report format and who decides whether goods are released. Complex or regulated products may require specialist inspection or accredited laboratory testing outside the agent's normal service.

Also agree the response to failure: sorting, rework, replacement, price adjustment, re-inspection or rejection. A report should describe findings and limitations; it should not promise that every unit is defect-free. See our supplier verification and quality-control service for the stages WRS can coordinate.

8. Separate warehouse receiving from product inspection

Warehouse receiving can record cartons, order references, visible damage and agreed quantity checks. It does not automatically confirm materials, dimensions, functions or hidden defects. If goods from several factories will be consolidated, each order and SKU should remain traceable until the buyer approves shipment release.

Confirm the warehouse address, storage period, receiving charges, repacking, labels, pallets, disposal of packaging and handling of missing or disputed goods. WRS operates its own warehouse in Guangzhou and can receive, store and consolidate products under an agreed project scope. Storage is not assumed to be free, unlimited or suitable for every product.

9. Control payment, documents and change approvals

Before each payment, match the beneficiary, invoice, purchase reference, specification, quantity, milestone and approval status. Avoid changing bank details solely on the basis of an unexpected message; verify changes through an established contact channel. Keep records of purchase orders, supplier invoices, inspection reports, packing lists and payment confirmations.

Define who can approve substitutions, extra charges, production changes and shipment release. An agent should not make material product decisions without the buyer's recorded approval. Payment milestones should reflect the actual project risks rather than relying on one universal formula.

10. Agree the freight handover and dispute process

If you use your own international forwarder, provide the contact, collection instructions, cargo cut-off and document requirements before the goods are ready. The final handover record should include the approved packing list, carton dimensions and weights, pickup location, cargo-ready date and shipment release.

Write the selected delivery rule, named place or port and Incoterms® 2020 edition into the commercial agreement. EXW, FCA and FOB allocate delivery, risk, transport and export responsibilities differently. For example, ICC guidance explains that FCA includes seller delivery to the nominated carrier and export clearance, while EXW places much more responsibility on the buyer. Review the ICC comparison of EXW and FCA and its FCA and FOB guidance.

Red flags that need a clearer answer

  • The agent will not identify its legal company or explain why payment goes to another beneficiary.
  • Different suppliers are compared using different specifications, quantities or delivery terms.
  • The proposal says “all services included” but does not define inspection, storage or extra charges.
  • A very low price is presented without explaining material, packaging or capability differences.
  • Supplier identity, quotation source or possible rebates are hidden without a commercial reason.
  • Quality is “guaranteed” without a written specification, inspection scope or defect criteria.
  • The agent pressures the buyer to pay before documents and approval points are confirmed.

A red flag is a reason to investigate, not automatic proof of misconduct. Ask for the missing information and assess whether the response is specific, documented and consistent.

BUYER QUESTIONS STRAIGHT ANSWERS

China factory agent questions

What is a China factory agent?

The term usually describes a China-based representative who helps an overseas buyer work with factories. The scope may include supplier search, quotation comparison, purchasing, samples, quality control, warehousing, consolidation and freight handover. Because the term is not a standard service definition, buyers should confirm every included task in writing.

Is a factory agent the same as a sourcing agent?

The terms often overlap, but they can imply different scopes. A factory agent may represent one factory, act as a local purchasing representative or coordinate several suppliers. A sourcing agent normally searches and manages suppliers for the buyer. Ask who the agent represents, how it is paid and whether it discloses the original supplier.

How should I verify a sourcing agent in China?

Request the legal company name, registration details, operating address, service agreement, fee schedule and bank beneficiary information. Confirm that the documents are consistent, use a live video call when useful, and independently check important claims. Verification reduces uncertainty but does not replace a controlled first order.

What should a sourcing agent quotation include?

It should identify the product specification, quantity, unit price, MOQ, sample and tooling costs, domestic freight, sourcing fee, quality-control scope, warehouse charges, payment schedule, validity period, delivery term and exclusions. Compare complete, like-for-like offers rather than only the lowest unit price.

Can WRS receive and store goods before international shipment?

Yes. WRS has its own warehouse in Guangzhou, China, and can receive, store and consolidate approved goods before release. Storage period, receiving checks, repacking, labels and handling charges are agreed for each project. International transport can be arranged separately by the buyer.

Can I start with a small sourcing request?

Yes. A small, well-defined request is a practical way to test communication, quotation quality, documentation and execution before increasing purchasing volume. It should still use clear specifications, approval points and payment terms.
